Tutorial: Make a twist & tie halter dress from a long skirt

Meream from Thimble Cap and Bored & Crafty shows how she turned a long gypsy skirt into a halter dress.  She loved the skirt but it was too long.  She cut some length off of the bottom and used that to add a halter that twists and ties at the back for an adjustable fit.  Get the how-to.
