Anshu from Blooms and Bugs shows how you can make this gorgeous mermaid Halloween costume for a little girl.  It’s a one shoulder dress with a tutu skirt.  Don’t worry if you don’t know how to sew – you don’t have to sew a stitch to make it.  Get the tutorial to see how to do it.
