Sheer-Maxi-DressBev from Flamingo Toes joins the 30 Days of Sundresses series at Melly Sews with a tutorial showing how she made this sheer maxi dress.  For the pattern, she adapted a basic tank top pattern.  The top is fully lined, and on the skirt the lining comes to the knee, making the bottom portion of the skirt sheer.  A band of elastic blouses the top and defines the waist.  Go to her blog for the tute.
