Anne from WobiSobi shares a tutorial at Brassy Apple showing how to refashion a basic sweatshirt to give it a flirty bow shoulder. She cuts away a portion of one of the shoulders and then adds a bow to tie it shut. She used t-shirt scraps for the bow but you could also use some ribbon. Go to Brassy Apple to get her tutorial.
