Dawn from Designed By Dawn Nicole shows how you can make her Chloe Dress for toddler girls. The Chloe Dress has a layered skirt, a ruffle across the top of the bodice and straps that tie in the back. The fabric ties thread through loops at the back of the bodice to give a secure fit.
