If your Halloween costume includes an old-timey big poofy skirt, a hoop skirt might be the right underlayer to give it the “poof” it needs. But try to find one you can purchase. Ha! You’ll need to DIY that, and Ashley from Make It and Love It shows how. She uses an inexpensive hardware store supply to create the hoops on the skirt. The result is a hoop skirt that is sturdy and lightweight – and even has a little give to it when needed.
