Is it a foot rest? A bean bag? A bean bag pouf cushion like this one can be either, and Anu from Nalle’s House shows how you can make one for your home. She used a PVC-coated fabric for extra durability, but any home dec weight fabric will work. She keeps the construction simple with exposed serged seams. You could also make this in reverse, sewn with right sides together so the seam allowances are hidden. Just be sure to leave a hole so you can turn it right side out.

Have you seen those snuggle chairs and sensory beanbags such as Kloudsac that sell for hundreds of dollars? Well after a bit of research, I found what they are filled with and I am planning on filling mine with the same sensory soft filling for more sensory dependant child.
Make sure if you are making your own sensory ones that you use the correct foam as listed above shredded memory foam. You can then fill any styled beanbag to create your own cloud pillow. Choosing a beanbag that is oversized (so you can sink into it) is highly recommended. Imagine when you sit on it, the foam has to have somewhere to go.
