If your serger or coverstitch machine can make a chain stitch, you can use it for elastic thread shirring. Amity from Lolita Patterns shares a tutorial on Sewn Square One showing how. Unlike elastic thread shirring on a regular sewing machine, this method does not require hand winding a bobbin. Go there for the tute.
