Ashley from Make It and Love It shows how you can make a flouncy bubble skirt with a wide elastic waistband. Lightweight chiffon hangs beautifully and makes a full bubble at the hem. You can make it in any size, from little girl to teen to adult. Hemming chiffon makes me want to pull my hair out, but the construction of this skirt avoids that task.
