Ashley from Make It and Love It shares a tutorial on her blog showing how to make this fabulous pettiskirt for girls. The layers and layers of ruffles and fluffles will be soooo much fun for little girls to twirl around. AND they make for adorable photos, too! These skirts look like they’d be difficult to sew, but using pre-cut rolls of nonfraying chiffon and gathering the fabric on your sewing machine makes it go quicker than you’d think. Go to the tutorial.

If you wanted to make an adult size, you could follow the same process but with larger measurements. –Anne

Careful if you’re not US based. I was thrilled the see the lady supplies the details of where to buy the fabric, but this store charges insane extra charges to ship internationally (an extra $19 per shipment). So although the fabric is real cheap, with postage it becomes not such a good option.
(note I contacted them too and they aren’t very friendly, and definitely not interested to lower their handling cost not even when I’d be interested in buying nhuge quantities.
