Editor’s note: The blog linked to in this post is no longer available. You could make a similar item by making a knee-length pair of elastic waist shorts (tutorial here) and adding two rows of ruffles around the bottom.
Veronica from Walter + Veronica shares a tutorial on her blog showing how to make a pair of long bloomers for little girls. The ruffled pants come down to the knees, and can be used to extend the life of a dress that has grown too short. Brilliant! Go to the tutorial.

Super disappointed as I cannot view this blog. This would have been the perfect thing for me. -sigh-

It looks like the blog is no longer available for public viewing. It should be fairly simple to adapt a basic elastic waistband pants or shorts pattern to make these, though. Just make the shorts from a lightweight cotton and have them come just to the knee, and add a couple of rows of ruffles to the hems. I’ve edited the post to link to a shorts tutorial to get you started. –Anne
