She uses burlap ribbon to make hers, but you could also use strips of fabric. If you use fabric, I’d suggest using fusible webbing to fuse two quilting cottons back-to-back to create a double sided piece of fabric, to give it enough body to hold the loop shape and to keep the edges from fraying.
