Rebecca from Simple As That shows how you can make a Glinda and a Wicked Witch of the West costume, both of them with no sewing required. The beautiful poofy skirts are simple no-sew tutus made with strips of tulle knotted around an elastic waist. She shows how to to make them, and also how to accessorize them to make Glinda or a Wicked Witch costume.
