It fits her 4-year-old daughter as a dress, and her 7-year-old as a tunic. (I’m all about getting the most wear out of a handmade dress!!) I don’t know where you got the “paper bag” part from. She doesn’t mention any paper bag in her tutorial…..

“Paper Bag” refers to a style of waistband that has a small ruffle at the top. Here’s a Google image search to illustrate:
The bodice on her dress uses the same technique, so I referred to it as a “paper bag bodice”. –Anne
