Tutorial: Scallop neck t-shirt
Melissa from Polka Dot Chair shows how you can applique a colorful scalloped border around the neck of a plain t-shirt. You can use any color shirt with any color scraps, but the white she uses really pops with the patterned fabrics she used for the scallops.
