Ashley from Make It and Love It shows how you can make a shirred halter swim cover-up. You’ll make the dress from a lightweight knight, using elastic thread shirring to create a stretchy bodice. Halter ties keep it from slipping down. You can make one to fit any size. She shows it for a young girls, but it will also work for older girls, teens, and adults.
