I am seeing a lot of dresses in the stores lately that have a bit of elastic at the waist. In fact, I’m in the process of making a dress for my daughter that will have a gathered waist. If you want an elastic waist and the dress pattern you’re sewing doesn’t call for that, it’s easy enough to add one in without having to create a separate casing.
