Elizabath from Simple Simon & Co. shares a tutorial at Project Run and Play showing how to make a simple flutter sleeve.  The sleeve detail was part of the dress she made for the Back to School challenge.  Her classic dress and matching coat won the challenge.  (The dress is a modification of her School Girl Jumper.)  Get the tutorial for the sleeves at Project Run and Play.
