Steph from The Silly Pearl shows how you can make a girls mermaid costume skirt. The extreme high-low hem (above the knee in the front, dragging the ground in the back) makes a mermaid’s tail shape. And on the back hem, fins! You can find some great metallic stretch fabrics in the costuming aisle that would be perfect for a mermaid skirt!
